I don't believe Amtrak was ever looking to buy them, they were just testing them to see what worked and what didn't in order to come up with a trainset built to their own specifications in the future. Bombardier developed from the Amtrak spec.

While on a run from Milwaukee to Minneapolis in July 1993, the X2000 made a stop at Red Wing, Minn., a station on the route of the Empire Builder. As Amtrak explored the development of high-speed rail in the early 1990s, it leased two European high-speed trainsets for testing: the Swedish X2000 and the German Inter City Express (ICE). Both trainsets were used in revenue service on the southern portion of the Northeast Corridor in 1993. An X 2000 toured the United States in 1992–1993 on lease to Amtrak. It was tested by Amtrak from October 1992 until January 1993. It was used in revenue service on the Northeast Corridor between New York City and Washington, D.C. for about five months, from February until May and from August until September 1993. Designed and built by Asea Brown Boveri, Inc. for the Swedish State Railways, the X2000 was tested by Amtrak because it could travel at higher speeds than conventional trains on existing main line track; unlike contemporary French and Japanese high-speed trainsets, it did not require new, dedicated tracks.
